FUE CEO MESSAGE

Dear Esteemed Member,

2024 has now come to a close. It has been a journey of resilience, hard work and collaboration to advance the Employers’ fraternity.

Annual Summary

Throughout the year, we convened high-value events such as the FUE 45th Annual General Meeting, the Employer of the Year Awards (EYA) 2023/24 Dinner, the FUE-CEO Breakfast Meetings, the 13th Annual Women Leadership Conference (AWLC), the Community of Practice (CoP) workshops, the EYA 2024/25 Survey

Launch as well as consultative meetings with Employers on pertinent world of work issues. Further to this, we participated in the International Labour Conference (ILC), the world of work parliament where elections for the members of the International Labour Organisation (ILO) Governing Body (GB) 2024-2027 in accordance with the ILO constitution were conducted. During the conference, I was elected as a deputy member of the ILO GB, an invaluable platform and opportunity to serve Employers’ interests and needs at international level.

As a key stakeholder on labour and employment matters, we secured strategic partnerships with the Government of Uganda, Ministry of Gender, Labour and Social Development (MGLSD), Enabel, Private Sector Foundation Uganda(PSFU), International Labour Organisation (ILO), the ILO Prospects and the Employers Federation of Pakistan. These partnerships are instrumental to advocate for policy relevant to Employers, foster work readiness for graduates and Employers, promote decent work in the digital economy, benchmark best membership practices and promote responsible business conduct among others.

In a bid to enhance employer competitiveness, we diligently served all members through courtesy visits and constant engagement to ensure all are updated on FUE events, programs and projects to ensuring you benefit from services stipulated in your respective membership categories. Additionally, our esteemed membership community grew exponentially with over 30 new Employers joining the FUE family including large corporations, start-ups and Small and Medium Enterprises (SMEs). We believe as the Federation continues to grow, Employers will foster collaborations and explore professional relationships within their sectors to build robust entities.

It has been an absolute pleasure serving you this year. In anticipation of the new year, we implore each of you to take a few moments to reflect on the journey and achievements of 2024 as we look forward to scale greater heights, achieve superior goals and accomplish extraordinary milestones at professional and organisational level.

Development of the Work Readiness Programme for Higher Education

In order to sustainably impart soft skills especially among the youth in Uganda, the National Council for Higher Education (NCHE) in collaboration with Enabel organised a series of meetings to review the existing soft skills curriculum and develop an appropriate one that can be integrated into the academic programmes of universities and other higher education institutions in Uganda. The process of soft skills curriculum review and development involved a number of activities characterised by physical meetings at the NCHE as well as research and planning activities that were executed remotely. The activities commenced on 26th November and will end on 18th December 2024. Participants included the officials from NCHE Secretariat, Makerere University, Uganda Christian University (UCU), Uganda Martyrs University (UMU), Islamic University in Uganda (IUIU), Mulago Hospital, Kampala Capital City Authority (KCCA), Enabel and FUE among others.
As a key stakeholder on labour and employment matters, FUE initiated, developed and presented with justifications the sixth broad area – Basic Employment and Labour Laws which was approved and incorporated into the new Work Readiness Programme for universities and other higher education institutions.

Its significant to note that the current Soft Skills Curriculum entitled, ‘Work Readiness Programme’ was developed by the Private Sector Foundation Uganda (PSFU) in collaboration with Enabel to support the graduates’ transition from classroom learning to employment after graduation from universities or colleges. The soft skills curriculum under the Work Readiness Programme covered five broad areas namely: Personal Development, Interpersonal skills, Professionalism, Digital Ethos and Entrepreneurship Mindset – the skills which were found to be lacking among the graduates based on the study that was conducted by PSFU. It was part of the four-year European Union funded project which comprised of two semi-autonomous actions; the Work Readiness Programme (WRP), and the Governance and Anti-Corruption Action (SG+), that has been implemented by PSFU since 2021 and will end this month. These review meetings were convened to enable a team of academic experts from the fore mentioned institutions review and polish the five broad areas in the curriculum.

Furthermore, the validation workshop for this Work Readiness Programme for universities and other higher education institutions including the operating standards will take place on Wednesday, 18th December 2024 at Fairway Hotel after which the programme will be rolled out in all higher education institutions in the country.

We remain keen on working with various stakeholders and key industry players to ensure graduates, higher institutions and Employers adapt soft skills training to excel in the labour market and ease work operations.

INTERNATIONAL DAY FOR PERSONS WITH DISABILITIES

The Constitution of the Republic of Uganda, Article 35 states ‘that Persons with Disabilities (PwDs) have a right to respect and human dignity and the state and society shall take appropriate measures to ensure that they realise their full mental and physical potential’. On 3rd December annually, the world commemorates the International Day for Persons with Disability (IDPD). The 2024 celebrations were held under the theme, ‘Amplifying the Leadership of Persons with Disabilities for an Inclusive and Sustainable Future’ in Kumi District. The Guest of Honor was Hon. Hellen Grace Asamo, the Minister of State for Disability Affairs.

As the secretariat of the Uganda Business and Disability Network (UBDN), FUE is keen on promoting disability inclusion at the workplace. We advocate for policy change for disability inclusion at the workplace, support workplace adjustments to accommodate PwDs, sensitise Employers and collaborate with other organizations’ such as Light for the World, Uganda National Action on Physical Disability (UNAPD) and National Union of Disabled Persons in Uganda (NUDIPU). In addition, we recommend for graduate training opportunities for PwDs to gain experience and later be retained in these organisations.

In her speech, Hon. Asamo emphasised the importance of unity and collaboration to ensure disability inclusion is adopted in organisations, institutions and other important spaces. She highlighted the National Special Grant, which has been increased to billions and encouraged leaders to use these funds effectively to benefit PwDs.

Employers are encouraged to invest in disability inclusion practices in their daily work operations to expand their talent pool and exploit the full potential of PwDs.

ILO-GBNFL VIRTUAL ANNUAL MEETING 2024

According to the 2023 Global Slavery Index, an estimated 4.2 in every thousand people were in modern slavery in Uganda which means over 190,000 people experienced forced labour or marriage in Uganda in 2021 whereas in terms of prevalence of modern slavery, Uganda ranks 105th globally and 29th within Africa. The International Labour Organisation’s Global Business Network on Forced Labour (ILO-GBNFL) held its virtual annual meeting on 5th December 2024. Our Chief Executive Officer, Mr. Douglas Opio participated as a moderator of a distinguished panel of speakers from other Employers’ organisations from Malaysia, Mexico, Pakistan and Uganda.

During the meeting, speakers shared latest country-level activities undertaken to combat forced labour, highlighted the primary challenges faced, explained the role of employers’ organisations in supporting small and medium enterprises in these efforts and discussed the role of the GBNFL in supporting their work. Furthermore, a preview of the GBNFL-IOE Handbook for Employers and Businesses on Combatting Forced Labour and highlight ongoing actions to combat human trafficking and forced labour in the United Nations and ILO supply chains was conducted.

FUE is committed to ending forced labour that causes poverty, discrimination and affects labour productivity that hampers economic growth. Let’s make concerted efforts towards ending forced and child labour in the world work.

WORLD AIDS DAY 2024

On 1st December annually, World AIDs Day is commemorated globally to raise awareness around HIV and AIDS (Acquired Immunodeficiency Syndrome). In Uganda, the 2024 World AIDS Day Celebrations were held under the theme ‘Accelerating Interventions to End AIDS by 2030’ in Buyende District.

FUE champions initiatives to address Sexual Reproductive and Health Rights (SRHR) at the workplace. We support Employers review and update Gender, OSH, HIV & AIDS policy, provide workers with access to free health services such as family planning, HIV testing, TB, Malaria and Gender Based Violence (GBV) as well as information sharing on commemorative days including World AIDs Day, 16 Days of Activism and others. Furthermore, we conduct training for peer educators, distribute HIV testing kits, facilitate sensitisations and trainings for Employers to combat SRHR issues at the workplace.

At the commemoration event, findings from a new UNAIDS report released recently were highlighted revealing that ending inequalities is the pathway to an HIV response that is robust and sustainable. Further to this, stigma and discrimination against people living with HIV and minority communities remains a significant barrier to end AIDS by 2030.

Its expedient to note that a healthy workforce is vital to boost labour productivity and business growth. We remain committed to working with various stakeholders to promote SRHR in the workplace.

FUE is currently implementing a project called the ‘Work Readiness for Inclusive and Sustainable Enterprise’ (WRISE) Project in partnership with Enabel.

The Work Readiness and Social Protection program seeks to equip recent graduates with adequate skills and competence, which eventually can enhance the productivity of young people. Specifically, the work-readiness programme aims to support the graduates during the first six months as they transition to full employment. It targets the skills gaps of the graduates as they transition from learning to work. Subsequently, a specialized coaching program will complement the Work Readiness Program, which is the on-the-job training for those competences (knowledge, attitude) that are better acquired away from the normal workflow with the support of a specialised coach.

Eligibility for Graduate Applicants

Interested graduate applicants should meet the following eligibility Criteria;

  1. Graduates must be from TVET or University from Albertine region (Kibaale, Kikuube, Masindi, and Kiryandongo), Rwenzori region the districts include; Kagadi, Ntoroko, Bunyangabu, and Kamwenge and Central from Mukono District.
  2. Must be in the Age Category of (18-35 years).
  3. Must be within the range of 0-5 years after graduation or completion.
  4. Studied in the target districts and as evidence provide proof of academic qualification from the school, Institution or University of study.
  5. Possess a Certificate, Diploma or Bachelor’s Degree from any TVET or University in the project districts mentioned above.
